'Hundreds died' off Yemen coast

At least 367 people have died and 118 are missing after trying to reach Yemen from the Horn of Africa so far this year, the UN refugee agency says.

Most of those who died were forced off the boats by smugglers, drowning in deep waters, said the UNHCR.

Some 8,600 smuggled people have nevertheless arrived in Yemen this year - a 30% fall since 2006.

People are fleeing poverty and unrest, mostly in Somalia or Ethiopia, to seek a better life in the Middle East.

Ruthless smugglers

"Many of those who lost their lives, after paying a fee of $50 (£25) to make the perilous voyage, were forced by smugglers to disembark offshore, while still in deep water and drowned trying to swim to shore," the UNHCR said.

Boats in Bossaso
Many boats in the Somali port of Bossaso are equipped to carry smuggled people

"Others were beaten to death by club-wielding smugglers, or attacked by sharks after being thrown overboard. Many bodies were buried on Yemeni beaches by local fishermen."

Many embark in the Somali port of Bossaso, in boats that are often unsafe, at the mercy of ruthless smugglers.

The traffic across the Gulf of Aden is now suspended due to the rough seas at this time of year.

But the UNHCR warns that smuggling continues unabated in the Mediterranean.

"Despite a drop in irregular arrivals in Italy by 31% compared to the first six months of last year, the number of dead and missing - at least 200 in the Strait of Sicily in June alone - shows how dangerous it has become to cross the Mediterranean."

The solution to this crisis, according to the UN agency, lies not only in cracking down on the smugglers, but also in tackling the causes of persecution, poverty and conflict that prompt so many people to flee their homes.

Ethiopian call for death penalty

Ethiopian call for death penalty
(Left to right): Human rights activist Mesfin Woldemariam and the opposition CUD's Birtukan Midek, Berhanu Nega and leader Hailu Shawel. File photo
The opposition leaders say the charges were political
An Ethiopian prosecutor has demanded the death penalty for a group of 38 opposition leaders found guilty of links to violent election protests.

Prosecutor Abraham Tetemke said they had tried to bring down the government.

Among them are several of the capital's elected MPs and city councillors, including Berhanu Negga, mayor-elect of Addis Ababa.

Some 193 people were killed in protests at alleged rigged elections in 2005. Most of the dead were protesters.

The 38 Coalition for Unity and Democracy (CUD) leaders originally faced treason and genocide - which sparked international condemnation and cuts in aid.

The judge had been due to pass sentence but he adjourned the hearing for a week to allow those convicted the chance to respond to the prosecutor's statement.

They have so far refused to recognise the court or enter any defence - the reason why the judges said they were forced to find them guilty as charged last month.

Armed rebellion

One woman sitting among the friends and relatives laughed derisively when the prosecutor demanded the death sentences.

The judge stopped the proceedings and she was escorted from the court.

The BBC's Elizabeth Blunt in Addis Ababa says the constant delays are hard for some of the prisoners' families to bear.

Doctors treating injured protesters
The opposition blames the violence on the security forces
Some women were visibly upset; others said bitterly that the government was deliberately delaying the case and playing with their lives.

Their offences included outrage against the constitution and, in the case of party leader, Hailu Shawel, and four others, inciting, organising and leading armed rebellion.

But our reporter says the sentences may not be the end of the story.

The government has repeatedly said it cannot interfere in the judicial process.

However once sentence has been passed, then there may be the possibility of clemency or pardon.

Their relatives say the 38 have signed a document which could see them freed.

Our reporter says this could be some form of apology or plea for mercy.

The government has denied accusations that the convictions were intended to stifle political dissent.

But an opposition lawyer said the trial was a sham and mockery of justice.

Hundreds of thousands took part in demonstrations complaining of fraud and rigging in the elections won by Prime Minister Meles Zenawi's party.

Most of the dead were protesters killed by security forces.

An independent inquiry carried out by an Ethiopian judge concluded that the police had used excessive force.

He went on to accuse them of carrying out a massacre. The judge later fled Ethiopia, saying he had been put under pressure to change his findings and had received death threats.

Tarnished

The government points out that it introduced multi-party elections to Ethiopia after years of military rule.

In the elections, the opposition made huge gains but says it was cheated out of victory.

Three months ago, a judge threw out controversial charges of attempted genocide and treason against another 111 people arrested after the election protests.

The violence and the charges of election fraud have tarnished Mr Meles' image as a favourite of Western donors and one of a new wave of reforming African leaders.

Tigray Party urges solidarity with opposition forces to strengthen Ethiopia’s unity

Tigray for Unity and Democracy Party (TUDP)

Press release

Ethiopia: no more Ethiopian sacrifice for her enemy

July 1, 2007 — The latest unsuccessful attempt by Meles Zenawi to divert the attention of the Ethiopian people from the injustice in Kaliti prison, using an alleged Eritrean invasion plot, also should not be rewarded with our neglect of Meles Zenawi’s documented anti-Ethiopia actions during the last war in 2000.

It was only seven years ago that our defense forces broke down the invading Eritrean regime forces by repelling it out of Badme and chasing it away until yet another embarrassing fall at Barentu made the Eritrean regime virtually powerless and at the mercy of Ethiopian forces. But in one of the most infamous mercenary moves in world history, Meles Zenawi not only abandoned the people & let go of the land that our forefathers fought for, but also gave up more lands to the enemy we decisively defeated. Since that year, all Ethiopians have been questioning whether or not Meles Zenawi & his Menelik Palace TPLF faction truly stand for Ethiopia’s national interests.

In addition to the billions in ETB that has been robbed from the poor people of Ethiopia & given to the Eritrean regime, the Sebhat Nega TPLF mercenary group once again publicly reminded the people of Tigray on the increasingly anti-Ethiopia status of the TPLF faction in the Palace. Since the days when most Tigrean TPLF soldiers were demobilized and the TPLF got increasingly seized by pro-Eritrea secession mercenaries, the anti-Ethiopia declarations by Sebhat Nega’s TPLF faction have never been as bold, as clear and as offensive as they are becoming today.

Our patriotic Tigrean TPLF fighters led all of us Ethiopians to liberate ourselves from the genocidal Derg regime of Mengistu. Our fallen TPLF heroes did not sacrifice themselves so that Ethiopians would later fight a meaningless war to secure the national interests of another province-turned-country. Sebhat Nega’s statements vowing to fight and to preserve Eritrean "independence" has been one of the most notorious mercenary statements of our era and TUDP sends an urgent warning to all the misled people of Tigray that any future wars against the Eritrean regime is useless and futile. Under the leadership of Meles Zenawi and Sebhat Nega, Ethiopian military victory unfortunately translates to Ethiopian loss of land & more abuse of our territorial integrity. All Ethiopians know this. The world knows this. Every major newspaper and media outlet in the world has reported the events and the anti-Ethiopia decisions of Meles Zenawi after the last war. However none of the pro-Eritrea central committee members of the TPLF faction have ever apologized for their anti-Ethiopia statements and actions through out the years, particularly during the last war with the Eritrean dictatorial regime. The outcries of the people of Tigray (particularly the people of Badme & the families of the Ayder school children massacred) have been completely ignored by the current TPLF faction that has already publicly declared that it is working for Eritrea’s sovereignty – previously in collaboration with EPLF, but now with EPLF dissidents, ELF and Co. It is becoming clear to more people of Tigray that the TPLF we knew does not exist.

Tigray for Unity and Democracy Party (TUDP) also acknowledges that the possible release of Siye Abraha & Co from prison is only symbolic and the people of Tigray should not expect the TPLF faction in Menelik palace to become any less pro-Eritrea any time soon. Any wars (imminent or not) against the Eritrean regime are pointless for all Ethiopians and for Ethiopian territorial integrity unless the Meles Zenawi TPLF faction somehow changes its nature or gets thrown out of the palace. The peaceful national struggle for unity, democracy and Ethiopia’s territorial integrity should be strengthened with steadfast solidarity of the people of Tigray with the rest of Ethiopia.

Eritrea scorns Ethiopia war plan claim

Story by ASMARA, Sunday
Publication Date: 7/2/2007

Eritrea scoffed today at comments by Ethiopian Prime Minister Meles Zenawi that his neighbour and arch-foe might be considering an invasion, saying such talk was a smokescreen to cover “domestic chaos”.

A short but withering editorial from Asmara also criticised Mr Meles’ “boot-licking” foreign policy in Somalia where he has sent troops to back the government against Islamists.

At odds since a devastating 1998-2000 border war, Ethiopia and Eritrea’s unremitting enmity is seen as a major destabilising factor across the Horn of Africa, one of the world’s poorest and most conflict-ridden zones.

Mr Meles ratcheted up tensions earlier this week by saying Ethiopia was making the necessary military preparations to deter “a possible Eritrean invasion”.

While he gave no specific new information, the United Nations has chided both sides this year for moving several thousand troops towards the disputed border area.

Their unresolved territorial dispute has been exacerbated by the Somalia conflict, where Ethiopia openly backs the government and Eritrea is perceived by many to support the Islamists.

Addis Ababa also accuses Asmara of increasing support to anti-Meles rebel groups within Ethiopia.

“As to what he is referring to as ‘tension’ from the Eritrean side and the so-called military preparations, it is but meant to set terror and use the occasion as an excuse to raise a smokescreen so as to hide from the present domestic chaos,” Eritrea said in an editorial on its shabait.com Web site. “It is nothing but a lament born out of disturbance.”

Ethiopia is engaged in a bloody offensive against Ogaden National Liberation Front (ONLF) rebels in its remote east, and also faces threats from insurgents in other corners. Futhermore, it is under intense pressure from the West over the detention and trial of scores of opposition activists. (Reuters)

Oromo rebels reportedly killed 30 soldiers in eastern Ethiopia

June 28, 2007 (ADDIS ABABA) — The rebel Oromo Liberation Army OLA), armed wing of Oromo Liberation Front, killed over 30 soldiers and captured nine others in an attack the Ethiopian troops in eastern zone, a rebel radio reported.
The eastern zonal commander has said that on 19 June 2007 the OLA took a punitive strike against Ethiopian troops at a place called Fulale in the district of Boku, East Hararge Zone, killing over 20 soldiers and wounding 10 others. Besides killing and wounding Ethiopian soldiers in the attack on their base, the OLA captured nine soldiers.
In the attack, the OLA captured over 10 AK-47 assault rifles, six F1 grenades, over 350 firearm rounds as well as other materiel and turned them into an asset for Oromo liberation Army, reported the rebel radio Voice of Oromo Liberation.
On top of the military action against the Ethiopian forces, the OLA stormed a jail and freed 12 Oromo prisoners languishing in there.
On the same date, OLA operating in eastern zone expanded its activity. It overpowered and disarmed a large number of village militiamen the government had set up to fight the rebel OLA.
After subduing and confiscating many Kalashnikov rifles from the militiamen, the OLA explained to them the objectives of the Oromo liberation struggle spearheaded by the OLF, about the OLA military activities. The militiamen were then allowed to return to their home areas.

Ethiopian PM says he is building army to defend against potential Eritrean attack

ADDIS ABABA, Ethiopia: Ethiopia's prime minister said Thursday he is building up the army's capabilities because he fears an imminent attack by Eritrea, which he also accused of arming Ethiopian rebels. Eritrea issued a strong denial.

Prime Minister Meles Zenawi, in a routine address to parliament, said the Eritrean government was not cooperating in efforts to end the border dispute between the two countries and that the Ethiopian army needed to be prepared for an attack.

"It is deemed necessary to make the necessary military preparations for deterring a possible Eritrean invasion and to repulse such an invasion should it occur," Meles said. "We have now come to the point where neither Eritrea or others could ignore that at present our defense forces have the capacity to deter aggression and to repulse it if it occurred and that this is being strengthened by the day."

Eritrea gained independence from Ethiopia in 1993 after a 30-year guerrilla war. Following a 1998-2000 border war that left tens of thousands dead, the neighbors initially promised to accept the U.N. boundary commission's 2002 ruling awarding the town of Badme to Eritrea, but Ethiopia has not handed it over.

Meles reiterated his government's position that the commission's findings were wrong, but insisted his government was ready to accept them.

"We believe the ruling was wrong, we still believe it is wrong, but we accept the ruling even though it is wrong," he told lawmakers.

The Eritrean information minister, Ali Abdu, denied his government was planning to attack Ethiopia.

"It is totally fabricated and political posturing with the intention of diverting the attention of the Ethiopian people," he said. "Instead of pointing fingers at Eritrea, it is better for (Meles) to accept the reality of the Ethiopian opposition. It is Meles who is destabilizing and disintegrating the unity of Ethiopia."

Abdu called Ethiopia's acceptance of the border ruling a "semantic game.

"They refused five years ago and now they say they accepted with precondition of negotiating during the implementation," he added.

An Ethiopia-based spokesman for the United Nations Mission in Ethiopia and Eritrea declined to comment on Thursday's address.

Meles also said that Eritrea may try to disrupt or strike during Ethiopian Millennium celebrations in September. The Ethiopian Orthodox Church's calendar is seven years behind the Roman Catholic calendar.

Eritrea's "strategy is mainly based on spreading chaos in Ethiopia by organizing, arming and deploying Ethiopian opposition forces which it uses as instruments for this objective," Meles said.

The government is currently fighting two rebel forces, one in the eastern Ogaden region and the other in the southern Oromia region. The Ogaden National Liberation Front has recently carried out several attacks along the Somali and Eritrean borders.

Ethiopian troops kill 40 in Ogaden region - rebels

une 25, 2007 (NAIROBI) — Ethiopian warplanes bombarded several towns in the disputed Ogaden region, near the Somalian border, killing 40 civilians including women and children, a rebel official said Monday.

Abdirahman Mahdi, the spokesman of the Ogaden National Liberation Front, also accused the troops of starving inhabitants by driving them out of their villages and rounding up their livestock.

The Ethiopian government denied civilians had been targeted or warplanes used, saying rebels had been captured in an operation it said was continuing.

"On Thursday, Ethiopian planes bombarded Abaqorow, Darasalam and Ayun and killed 40 civilians, including women and children and wounded dozen others," said Mahdi, adding that the troops killed about 100 civilians across the region since last Tuesday. "Heavy fighting is continuing near major towns of the region now."

The spokesman for the Ethiopian government, Bereket Simon, said that military operations were under way against the rebels, but that no aircraft were involved and that human rights were being respected.

"Ethiopia doesn’t use war planes in domestic conflicts," he said. "We’re not bombing anybody, but we have troops on the ground who are continuing operations. We have captured some" rebels.

The rebels have fought for the secession of the Ogaden region since the early 1990s.

Mahdi said his group killed about 250 Ethiopian soldiers in fighting in Wardher, Dhaqahbur and around Babili towns.

"Only 30 of our soldiers were killed because they are well-trained and they know the terrain very well," Mahdi said. "The Ethiopian soldiers who are fighting us were forcefully conscripted and start fleeing as soon as the fighting starts."
